Executes when an analyst or role or department is assigned to a QC Batch.
If action input property createworksheet is set as 'Y' and createworksheet rule is 'On Assignment', a worksheet is created for the QCBatch.
To create the worksheet it uses the formid supplied as action input, if not available default form is retrieved from the QCBatch.
Analyst, role or department if passed to the action gets set on the worksheet as well
The assignment on the QCBatch gets copied over to the applicable datasets
